UK Sport: assessment of International Development Programme

Because of our work, UK Sport could build value-for-money evidence into its evaluation of international sports development programmes, and use that understanding to inform future strategies.

Many claims are made for Sport’s role in international (and other) development work. We helped UK Sport to make a step change in gathering evidence to support these claims.

UK Sport works with international federations and other international bodies to ensure that Britain has a voice on the world stage. Its International Development Assistance programme builds on the London 2012 Olympic legacy to inspire young people around the world to choose sport.

UK Sport wanted to understand the value-for-money generated by its international sports development programmes so that they could focus work and resources where they did most good. A more robust understanding also helped them to report more effectively to government.

Hall Aitken was asked to look at the performance of four different programmes for investigation.

 

Stage one: This involved an approach based on the Department for International Development EEE’s framework, focusing on the second and third elements of efficiency and effectiveness.

Stage two: Workshops, toolkit and report. We delivered an approach to identify options for assessing value for money and recommend a workable approach in a toolkit format. 

Stage three: We proposed an action plan so that UK Sport could chose its value-for -money approach for its International Development Programmes.  We then recommended ways in which UK Sport might use the findings from such evaluations to drive a process of continuous improvement and strategic investment.
